Sims 2 university, freezing tried everything

hi i tried everything, there was a big post i read that told us step by step what to do if we had freezing problems, and i tried them all and its still effing freezing.
the thing that pisses me off the most is that everyone is recommending to download that stupid clean thing for the sims2. and its not letting me download, while i install it it says some files are currupt, and i can retry, abort or ignore, and then i go to ignore, and it doesn't run because of some error, so basically its not working, and yes i tried to download that microsoft.net or whatevber its called and it does't work either, the same thing happens.
i have 9GB free, so i know its not that, my video card can handle the game i know for sure, i NEVER download hacks..all i do is play the game naturally and its just fucked up. its been like this for about 7 months..at first it used to play perfectly..and now for the past 7 months its been freezing..

whether its: AGE TRANSITION, MOVING TO A NEW HOUSE, LOADING A NEIGHBOURHOOD (the curser will just freeze while its spinning)\

EDIT** AND also i forgot to add..that the rare time my sim DOES go through an age transition (which is once in a blue moon) i go to save it, and it will freeze during the save process..and i just have to reboot the computer to get to my desktop becasue ctrl alt del doesn't work either. its really annoying someone please help

but age transition is usually when it freezes most, and also when im trying to decorate the house and buy new things, it will just freeze...anytime it has to load something basically. i dont know what to do, ive reinstalled and it still does it..what the hell should i do?

and please give me an explanation in english, because i see all these confusing terms. and i dont know what they mean im not a computer genius. thanks

Heres a clear (I hope) explanation.
1) Patch your game!
2) Delete the file in my documents/ eagames/ thesims2/ which is called groups.cache
3) Move your downloads folder to the desktop.
4) Try the game. If it works, then you know there's a problem with your downloads, so divide the folder in half and find out which half works, then divide the nonfunctioning half into half again.... until you find the file.
5) If it doesn't work, try removing the contents of your saved sims and lot catalog file. If this works, find the corrupt file(s) in the same way as I outlined above.
6) If this doesn't work, restore your neighbourhoods:
