For this tutorial, you will need:
-A sim picture, preferably front on, in good, even lighting, and with the hair off the face. These other things all complicate the process.
-A graphics program. I'm writing this in PSP X, but the tools I'll be using are all in Photoshop, and, I think, in the GIMP too.
1)Open your picture. This is Leonie, who'll be my model for this tutorial;
http://img.photobucket.com/albums/v299/BluesAngel/clp1.jpg
You can start from here, but, personally, I'm going to add a little soft focus to my picture. I think it makes it prettier.
http://img.photobucket.com/albums/v299/BluesAngel/clp2.jpg
There. Much prettier.
Now, onto the make-up.
2)Create a new layer, and rename it 'lips'.
http://img.photobucket.com/albums/v299/BluesAngel/clp3.jpg
Now choose your colour and zoom right in on your sim's lips.
http://img.photobucket.com/albums/v299/BluesAngel/clp5.jpg
As you can see, I'm using red.
Making sure you're on the layer named lips (just in case), start painting over your sim's lips in your chosen colour. Make sure you get very close to the outline - it'll look daft if you go over the edges.
This is the result.
http://img.photobucket.com/albums/v299/BluesAngel/clp6.jpg
Yes, it does look incredibly silly. Don't worry, it'll get better. Change the transparency of this layer to something around 40 - so that you can see the shading of your model's lips underneath.
http://img.photobucket.com/albums/v299/BluesAngel/clp7.jpg
It's now that you'll see where you went over the edges, so tidy that up a bit using the eraser tool.
http://img.photobucket.com/albums/v299/BluesAngel/clp8.jpg
She already looks somewhat spiffy, no?

3)Now we're going to add shading to the lips. Don't worry - it isn't as hard as it sounds. In fact, it's basically just tracing.
Get your dodge tool, and start adding highlights, mimicing those on the layer underneath. We're going to add quite a few, to make her lips really glossy.
http://img.photobucket.com/albums/v299/BluesAngel/clp9.jpg
Use quite a big size to start off with - a 5 or a 6, with an opacity of 30 or so. Draw lines just under the crease of the lips, right at the bottom of the bottom lip, and along the top of the top lip, like so;
http://img.photobucket.com/albums/v299/BluesAngel/clp10.jpg
Yes, it looks a bit crappy at the moment, especially when zoomed out;
http://img.photobucket.com/albums/v299/BluesAngel/clp11.jpg
But that will improve later.
Now, turn your size down to 2 or 3, and draw in smaller highlights, following the curvature of the lip.
http://img.photobucket.com/albums/v299/BluesAngel/clp12.jpg
Next comes the burn tool. Zoom in even closer, and set your size to 3 or 4. Draw along the crease of the lips.
http://img.photobucket.com/albums/v299/BluesAngel/clp13-1.jpg
Onto the next section.

4)Now we'll soften the shading on the lips, so it doesn't look unnatural.
Get a size of about 10, and an opacity of 100, and click over each part of the lip, until you're satisifed with its softened-ness.
Here I've done the bottom lip.
http://img.photobucket.com/albums/v299/BluesAngel/clp14.jpg
And here's both.
http://img.photobucket.com/albums/v299/BluesAngel/clp15.jpg
And zoomed out.
http://img.photobucket.com/albums/v299/BluesAngel/clp16.jpg
However, look at those edges. They're a bit hard, really. So, we're going to soften them.
Zoom back in, and go around the edge with the softening tool.
http://img.photobucket.com/albums/v299/BluesAngel/clp17.jpg
http://img.photobucket.com/albums/v299/BluesAngel/clp18.jpg
Much better. However, I'm not happy with how bright it is, so I'm going to adjust the transparency again.
http://img.photobucket.com/albums/v299/BluesAngel/clp19.jpg
There.
You can choose to finish part 1 here, if you want, or you can add some glitter!

5)Duplicate your layer 'lips'. Your picture will suddenly look extremely weird, but don't panic. All will be resolved shortly.
http://img.photobucket.com/albums/v299/BluesAngel/clp20.jpg
Now, we're going to add 'noise' to 'Copy of lips'. I'm using the settings uniform and 50%. Make sure it is monochrome! Any other kind of noise will look rather strange.
http://img.photobucket.com/albums/v299/BluesAngel/clp21.jpg
And this is my result:
http://img.photobucket.com/albums/v299/BluesAngel/clp22.jpg
Not too nice, eh?
Now I'm going to reduce the opacity of 'Copy of Lips', to about a two-thirds of what it previously was.
http://img.photobucket.com/albums/v299/BluesAngel/clp23.jpg
On 'lips', we'll reduce the opacity to one third.
http://img.photobucket.com/albums/v299/BluesAngel/clp24.jpg
And this is the result.

that's interesting!^^ I usually do that when I can't find the lip color i want. You have a very organized way... I just use the masking tool to highlight the lips, then photo filter it :]
your lips look really defined, good job!

I know this has nothing to do with the tutorials so move me if you want, but how similar is Adobe photoshop 5.0 to 9.0? I can't order online and the only one the stores in my area carry is the 5.0, I'm using a trial for 9.0 now but it expires in 5 days(right in the middle of the contests I'm in)
