Because the game is coded to treat each residence as its own mini-game for purposes of processing the passage of time and saving data.

You can play the residential lot you want your Sim to visit, invite him over or use a teleporter to summon him, then use testingcheats to make that Sim selectable so you can play him for the duration of the visit.

I'm not sure why you're so afraid of the Boolprop cheat, but Merola's Mind Control Mirror (http://nene.modthesims2.com/download.php?t=33870) can work the same way. It allows you to make any sim on the lot controllable, so you can simulate the feel of your sim "visiting".
