I wasn't sure where to put this, but when using items like lot and hood adjuster, and other tools and mods, it is said to backup your files. Would it be enough to make backups of the neighborhood files, SC4 Terrains, storytelling, and custom content? Or do I just need to backup the WHOLE sims 2 folder?

It's always safest to back up your entire The Sims 2 folder; that's what I do.
However, backing up your neighborhood folder should be enough, as long as you are just modifying a neighborhood or lot. These programs are not going to touch your terrains or custom content. If your storytelling folder is important to you, you may want to back that up too; I never pay much attention to storytelling, so I'm not sure whether it can get out-of-sync with your neighborhood folder.
