Snow effects

Where are snow effects kept? I'm interested in changing them for a special neighborhood (I'm prety sure that this will affect all the neighborhoods, but I don't mind). I want to make a desert neighborhood sprout green stuff in the winter, instead of getting covered in snow. I realize snow falls on other places than the ground, but around here it's so wet in the depth of winter that your roofs and cars actually do grow algae! So I think if I knew what files to work with, I could get a graphic that I could live with.

Oh wait, snow angels . . . well, I'll burn that bridge when I come to it. Wet grass angels? It's conceivable, maybe.
