Same reason teens in real life get mood swings: For no reason whatsoever.

They literally just wake up, and you get a message saying something like "Woah, what's got under Amelie's skin today? Anyone who doesn't want to see her rebellious side had best avoid her today"
Then for the next 16 hours they have a neutral "Moodswing" moodlet, and get rebellious wishes such as "skip school" "stay out after curfew" etc. Free Will also seems to make them set alot more booby traps when they are having moodswings as well.

It's random, but it isn't every day. I've found that they usually have 2-3 mood swings throughout the life stage (my teen stage is set to 15 days).
The reason for the moodlet on its little description is "From Being a Teenager," lol.

The normal life span (90 days) setting puts the teen stage at 14 days, so I actually upped it by one day.
So far in the game I haven't any teens not ever get any mood swings.

I usually play legacy-style games, so I like to move along through the generations and build up a family history. Having the life spans that long would make me feel like I was never getting anywhere with my Sims, not to mention I've found that 90 days is more than enough time to accomplish what I want for them.
I do have a couple of save files with aging off/super long. They're kind of my testers.. I play with new features with them, try out things, and so on.

I'm on generation 3 of a family and I'm thinking of adjusting my lifespans to make certain stages longer. I want to experience certain things with kids and teens at home yet I also want to send them to boarding school to get started on some skills. So thinking I might make the ages longer so I can send them to boarding school for maybe half the time.

Veering slightly from topic, but in the game tips at start up it says that you can click on children and teens while they're asleep and direct what they'll dream about. And yes, mood swings are completely random. In my game, however, as soon as my children age up to a teen they have mood swings nearly every other day.

I don't wanna get them old and die..so sad.
Luckily, I never play a single family long enough to see them get old and die! Hurray for being easily bored! >.< I honestly don't think I've EVER seen a sim die of old age... and now I wanna try it.

I had two teenage sisters get a mood swing on the same day, which was also the day of prom. It. was. awesome. They both skipped school, both got in trouble for it, and they ended up fighting with each other so much that by the end of the day they weren't talking to each other. After the prom, (during which one girl got prom queen and the other got asked to go steady with her date) the older sister aged up to a YA. The next day all the adults got offered a free vacation and the remaining teen threw a party, ending with a cop coming to check everything out. I'm starting to love this EP. So much drama!
