How to install .SIMS2PACK files? Double-clicking doesn't work??

I downloaded a house for The Sims 2 and put it in the Downloads folder. I double-clicked it, but a box saying "Windows can't open this file". Why won't it install in my game??????????????????????????????????????????????????????????????????

By the way, I don't have Mac. I have Windows 7, I just posted in this section because for some reason there's no Help Section for Windows. :alarm: :alarm: :alarm: :alarm: :alarm:
