trouble downloading .sims3pack- steam version of sims 3

Hi, I recently downloaded the steam version of the sims 3 as well as several expansion packs.

When trying to download .sims3pack, when i double click it the launcher will load up but it will not download the item (it should have a loading bar and the item appear in the downloads/installed area)

I have read all the help and searched for a while on the internet but cannot find a fix to this.

I have also tried to manually place the C:\Users\<user name>\Documents\Electronic Arts\The Sims 3\Downloads\ and a pop up comes up saying not implemented.

If anyone can help with this problem?

Although this problem has not been resolved, i have now learned how to convert the .sims3pack to .package files.

When does that "not implemented" popup appear? Surely not when you actually paste the file?
