Have you tried ModaInside (http://modainside.com/)? There's a pair of shoes that look similar, and the shorts are on a fullbody mesh, but it oughtn't be too difficult to transfer the textures.

EDIT: KotiCOUTURE (http://koticouture.blogspot.se/search/label/.clothing.) also has a couple of high-waisted shorts.
