Actually, I know what it does. But I'm really curious since when it appeared in my game. I've been playing The Sims 2 up to M&G stuff for a long time without that cheat. Then, after certain times I added more mods to my game, some new cheats appeared when I typed "help". These also include eh, FBA, and many other cheats I never recognized before. What makes them appear in my game?

Not sure but I do know the help command will also get it to list what's in your userStartUp.cheat file - useful if you've forgotten the short cut you made up.

LoadLot will ... load a lot. This cheat is particularly useful for invisible lots that you can't see in your neighborhood view.

But I never saw it previously, and I thought having Pescado's batbox made it appear. I'm not really sure if these cheats appeared after installing M&G, because I never saw it when I only had EPs and SPs until Apartment Life.

No, it's not a function of Pescado's batbox. It's a cheat used to get onto lots you can't normally access, like the secret vacation lots, the witch lots, and the hobby lots. (You can use it to get on any lot you have the name of, actually, but it's only necessary for the invisible ones.)
It's kind of a picky cheat. I know people who can't get it to work at all, and I can only get it to work if boolprop testingcheatsenabled true is in my userstartup.cheat .
To get it to work at all
1. Be in neighborhood view.
2. set boolprop testingcheatsenabled true
3. The grammar is: loadLot "Lot Name". You have to use the quotes if the lot name has more than one word, ie. loadLot "Pagoda in the Shadows"
When you get into the hidden lots you can make changes, but to save them you have to change the lot zoning to community or residential. When you've saved and exited you can go back on the lot and change the lot zoning back. In my game they stay visible after that, but YMMV.
It's a pain to use, but if you've made a custom vacation neighborhood and had to add your own secret lots, it's the only way you can fix problems. Mostly it isn't worth it.

Oh, wait. So the cheat appears if I add boolprop testingcheatsenabled true to my userstartup.cheat? Oh, well, thanks for the explanation! :)

That's not what she said.

The cheat is always there--or at least after one of the EPs. It's just that in my game--which is admittedly a little weird--it only works if testingcheatsenabled is in my userstartup.cheats file. In some games, maybe most games, it doesn't have to be.
