Creating new worlds...

I just got the sims 3 today and I have been spending a lot of my time trying to figure out the new features.

I was wondering what the story with the worlds is. I don't really like Sunset Valley that much, and I want to create a new world, or at least download another one. I have checked the Sims 3 site and I can't find any downloadable worlds.

Is this something that nobody has worked out how to do yet? Is a Sim City game required? Is there anywhere where I can download a world?

The only new one is the official one, Riverview, available on the official site. There is no method to create new neighborhoods. We were promised a tool to do it sometime after the game's release, but that info was provided ages ago and we have heard nothing of it since.
