Creating split-level walls in apartments

I'm trying to make a half wall area (not using the fence-like halfwalls, but real walls) in a NL apartment building structure, but it won't let me CFE any of the building, even with cheats. Any ideas on how to make this work?

have you turned off the buildbuy restrictions on apartments? Using the "RestrictBuildBuyInBuildings" false cheat?

The only suggestion I have is used friezes.

May be because the floors are already set?

I'm not sure how to unset them, though. Any ideas?
