I play with the reaper, she is in my family, she is married to Vladislaus and they have a little girl. The mower has replaced in the game normally and I have encounters between mowers. I managed this challenge

Is the Grim reapers outfit not include in this package? all I can find is his scythe.

The title of this mod says: "Grim Reaper's Scythe as an accessory"
There is no word of being able to use the Grim Reaper or his outfit anywhere.
The Grim Reaper himself needs to be added to the household, then you can use him with all his effects, such as floating, dark voice etc. This mod here is just that, the scythe of the Reaper, which you can equip to your Sim through the accessories!

i cant find the Scythe anywhere in buy mode

That's because it's not in Buy Mode. It's in Create a Sim or CAS.
