Lagging EP's
I have UC Plus Chris Hatches Unofficial EP and for a while now and I have been experiencing lagging in university and BV hoods. I don't know when it started happening but I know that it started a year ago. Since then I have changed my computer and it is still happening. However, back then my other computer had all expansion packs plus the unofficial one too. I have even tested the game without custom content and without Chris Hatche's EP and it still lags. Is there a way to fix this? Is it because I have all EP's and the game can't take it? Could it be a memory or graphics issue? please let me know, I have had to resort to downloading the mod that keeps my sim's at home whilst studying, I don't want to have to scrap holidays too.

The game tends to lag if your computer isn't powerful enough in one or more areas, if you play with big lots, if there are many sims on the lot, if you have much CC on the lot (or in general), and will usually lag the more EPs you install. The game will often lag when loading in new sims, or when you open more demanding tasks like "change appearance".
The lag can also be different. Some have a few seconds of lagging if the game is doing a particularly demanding task, others will have lots of lagging all the time, and some will have nothing happening for 5 minutes from clicking to something happening on the screen (personal experience with a dying laptop).
Can you post your computer specs (RAM/Memory, Windows version, processor, graphic card, and so on)? Maybe that helps in figuring out why your game lags.

Ok that's a laptop and Lenovo laptops are not the best to use for gaming let alone Sims 2. The only thing I can say is to turn all settings down to the lowest and see what happens.
With Chris Hatch's EP you are really putting a strain on this laptop and Sims 2 UC plus this EP may burn up your video and ruin your laptop.
