Family relationships gone missing?
Firstly,i have only got Sims 2 and Apartment Life,and SimPE is slower than a snail on my PC whenever i try to edit my sims!!
Next,the problem.I have moved all my sim families from one neighbourhood to another newer one.Thing is,now nobody knows each other,and even when they live next door,the game haven't figured out the relations between each sim!
How to fix it,i don't know,which is why i'm asking for your help,anyone there!!Fixing through SimPE,i know,but see above issue.Is there any program or hack to change relationships??

You moved playable sims from one NH to another? Not a good plan. SimPE is the only way I know to fix relationships, but your problem will likely be more than missing family relationships. It is well known that moving families from one NH to another will cause major trouble for both NHs and may result in the fabled BFBVFS. See thread . Long story short moving sims from one NH to another causes severe corruption to both hoods and is never recommended.

M3g7e is correct: never move Sims between neighborhoods. In fact, never move Sims through the lot bin at all, even when you are moving them to a subhood in the same neighborhood. It's a nasty, messed up bit of coding and the option to use it should simply be ignored. Game Help:Moving Simswiki

should have seen help before moving!!really sucks now...i've got 3 generations in that neighbourhood,and now i have to start them over!!
guess i'll have to slave over SimPE if i ever want to return back to normal...

when they say clones of each sim,NPC or otherwise,then can i remove them with SimPE?

Not to alarm you, but that neighbourhood? Toast.
Once a neighbourhood is corrupted, you can't recover it. Both neighbourhoods- the one you moved the Sims from and the one you moved the Sims too - have bits of broken character file floating about, because it doesn't delete the files once the Sim is moved, it leaves little bits around, and the same in the new neighbourhood. I'm quite sure there's nothing that can be done to repair it.

I would extract the Sims, place them in a new neighbourhood and use SimPE or a ingame tool like Insiminator or Sim Blender to give them back their relationships.

The Neighborhood will be fine,you just have to start over with those sims people is all,I just done the same thing and it sucks really bad but oh well now I know and I can play that neighborhood just fine.

Heather141424 OP has 2 hoods that will not be fine for both have been corrupted by moving (1) Sims out of the hood and (2) by moving Sims into a hood from another hood.
