First, you need to understand the basic method of meshing; how to separate the hat mesh from hair in meshing program (Milkshape or Blender), delete the hair,
then convert the hat mesh to accessories using
CTU or TSRW.

Although hat is categorized as CAS Part, the principle is still same, the hat is mesh object just like object creation.

Don't forget to assign hat to "hat_grip" joint to make the hat sticks on Sim's hair.
