And many of the features The Sims 3 Base had that were carried over from The Sims 2 and its subsequent Expansion Packs were simplified to fit the open-world concept. Automobiles and shopping being the biggest notable simplifications.

Yes. Play The Sims 2 Base and The Sims 3 initial 2009 non-patched Base and compare.

Many other features people think were TS3 Base were introduced in a patch. Such as many toddler animations, and ability to place lights on fence posts. When reading the patch notes for The Sims 3 you (impersonal you) notice the game wasn't very feature and content loaded upon its initial release.

We can compare this The Sims 3 2009 Base to The Sims 4 2014 Base, and we see that the trend with EA indicates that every entry into this series, with exception of The Sims 2 Base, actually removed more features from its predecessor upon launch than it added. If there does ever happen to be a 5th installment it may very likely follow suit and have less content than The Sims 4 2014 did.
