Default WCIF A TV head that looks like this?

It's actually a cheat which allows you to wear objects as a hat.
Since this cheat is not present in TS3 and I don't know about any TV hats, I guess you'll have to request it (either a script or an actual hat, which might be easier to make) or make your own mod for that.

I actually made a TV hat a while back that I never released. I can add it to the list of things to do :D
