in the past my game did not contain NL and OFB and therefore I used the numinor mod for cars and the use of them

then a computer died on me so I had to re-install
my newly re-installed game does have NL and OFB and I decided to remove the mod
it worked fine until that one died on me too

my new system has the same full install as the latest dead one so I thought it should work fine
-it doesn't

one of my sims has an off lot business that still needs activating the cashmachine so I try to get her there
and she can't go

some how I lost the possibility to leave my lot for any other place
I can still take a car bike or aircraft of my choice for a spin but
even a taxi says somthing like


it would chrash the game if I wasn't running debug mode
and it is bloody hard to go to your other business adres if your traffel is blocked by that

I did test a few lots for the precense of the portals and they are in place
and before you ask:
this problem is not restricted to the one lot or the one town but game wide
I tried more lots in all the towns I play in, they all have it.

I want to know what to do about that
