It does not. I have another mod (linked in "related pages") that takes care of baristas, waiters, etc.
I didn't think that buying clothing and suchlike generated a relationship. I'll take a look.

Thank you this is fantastic, I was wondering if there is a hack or one could be made to stop a sim kissing another sim when they are already in a relationship, and also not to let another sim kiss them causing them to get 'I cheated' in their memory panel.

This sound good for whoever may need it, but if you have a "Romance Sims" who is always looking for a woohoo with just about any Sims that come there way. The delivery Sims just may come in handy.

You can still have a Sim choose to interact with a delivery person (the "tip" interaction will produce relationship points for instance).
This mod just keeps Sims from automatically meeting these NPCs during the normal transaction.
