This is a Maxis Recolour which means that it is a recolour of an item that already exists in your game. Please check the Expansion pack requirements to see which game pack it recolours.
These are the character t-shirts from the popular web series "Red vs Blue" which you can find here:

Red Team: Sarge, Simmons, Grif, and Donut
These are all recolors of Maxis meshes, so you don't need any new meshes! Since I've only got the Sims2 installed, you don't need any expansion packs, either!
