Ladies and gentlemen, I give you: four apartments, each with a kitchen, bathroom and sitting room/bedroom. I've put a bit of clutter and decoration in each apartment as well as furnishings so that the townies can seem to live real lives. The apartments are reasonably cheap, I think, ranging from 920-1223.

The seasons garden outside will be tended by your landlord so that your simmies have time to do other things like use the community barbecue or visit their neighbours in the middle of the night. All your sims have to do is plant and harvest.

To rent an apartment furnished: use Ctrl+Shift+C to open the cheat box, and type in "boolprop testingcheatsenabled true", without the quotation marks. Then hold shift and click on the door of the apartment you want to rent. Click on "Rent Furnished Apartment".
