I'm leaving this here for others, had trouble trying to locate the death note in Bridgeport as the creator's definition of "a random open air location in a community lot" isn't very helpful in actually locating it.
My assumption was that it only spawns in community lots with a lot of space so you can easily find it; I based this on the fact that I had found one by the lake and karaoke bar's parking lot in 2 separate Moonlight Falls playthroughs, both which have quite a lot of space in them. I did eventually find my Bridgeport death note over by the stadium, tucked away in a small corner, and I had to use Nraas Master Controller's Cheat module to find it.

So if you guys can't figure out how to use the tunning package, that can help you instead (Go to Town>Object Stats>Not Inventory to find it and focus on its location.) Also notable is that putting the death down as by Ranting didn't seem to work right as the sim was suddenly revived after being given a warning about ranting from the Grim Reaper.

You probably have to do it twice, just like in vanilla. Grim doesn't kill you the first time, he kills you the second if you have the moodlet that comes with it active.

love this. wish there was a version for sims 4 too <3 this is a really fun mod. and one of my fav animes too
