i didnt know how to do it either, but i found a way. you need ofb obviously and in order for this to be played you need to do this:

make sure your sim has lots of money ( motherlode will help a lot lol) also make sure he is at home. Then place some cars on your lot wich you would like to sell. I suggest a couple of each different cars. Not just one but like 5 at first.
Go to ''live mode'' and click your sims inventory. Now you can drag your cars to your backpack.

Then you need to buy a community lot, in this case Wheels & Wagons. You have to go there and place the cars. After that you can select how much they cost and you can start making money. woohoo!!! lol

I hope this helped you out.

You can also use the ChangeLotZoning cheat to switch it to a residental lot, save, then go back into the lot, then place cars on it in build mode, then ChangeLotZoning to comercial again and exit to the neighborhood and save. Unfortunatly, I think someone still needs to buy it in order to set the price on the cars.

I was a little confused myself about how to get my car lot to work. Once you have the thing to set them you want to then click on the icon that lets you price your items. After this click on the "wholesale" icon which I believe is the lock and then it will allow you to buy the cars.

okay i still don't know. I did the backpack thing, placed some cars on those round obejcts. that went good, but i see a lot of lots here where they have cras placed on the floor. it ried that. i could't place them untill i turned on moveObjects on. Now i could place the cras but when i clicked on ''life mode'' the were gone. they were automatically placed on the road. so i now decided that the store is bankrupt and i have closed it lol.
