I don't know it either. Maybe in the future when i figured out how to make some lots without any EP's. All I do know is that some EP's changed the way how to save the lot and some things won't appear in the game.
But most problems turns up with the way some EP's change the way to save a project.

How can only kids go there? 
I thought the social worker comes if they are alone.

well actually there is a way. Make a bunch of adults and move them into the lot, then type Shift+Ctrl+C and type in Boolprop testingcheatsenabled true. Then Shift+click the sim and go to spawn>Sim modder. A random baby will come up. Click on it and find change sim to...child. Do that for all of them and there you have it! Kids without the social worker!

Um, just a warning. Boolprop can destroy your game if you do not know what you are doing. Please be careful with it, and ALWAYS click Reset on error messages you get with it. Never ever ever click Force Error. Its not a cheat- its a testing tool for Maxis.
