I couldn't find anything that goes along fences, but there are several outdoor lights that go on top of fence posts. Maybe round plants would look good there?

The Aftergloe II
Burb-Light
Cobblestone Fence Light
Lantern
The Little Lamp that Could
Mason Lamp

Not buying TS4 until Terrain Sculpting is back and cheatless Split Levels are added!
Here's an idea: Stairs Pitch Slider.

Ah right, I forgot about the lamps. I'm still a beginner on this but I'll look at it, won't promise anything :P

EDIT. Sorry I'm clueless... I can't find the part in the package where it would say "hop on the fencepost", and if I clone the lamp, then my new object will emit light
