@get_tish You need to download it in \My Documents\Electronic Arts\The Sims 4\Mods\ folder and it's supposed to show up in formal or party dress category.
@Sadisticpyro I used 3 different game mesh actually. 1 top, 1 bottom and 1 long skirt mesh. I only edited the skirt mesh. Then I imported all meshes in a suitable outfit.

I was able to find it in my game, however....
This dress is nice but I wanted to let you know that I believe it is bad cc or it should be redone bcus it slices up my sims chest when she has it on and I do have pictures. The dress also does not allow my sim to wear bracelets.

@get_tish Thank you for your feedback! I'm sorry for taking so long to reply. Yes, you're right. The original EA clothing that I cloned wasn't allowed to wear bracelets. I should have used another item. But it's not always easy to find an item to match the dress that I created. About the other problem, I think it slices up the chest on certain body types. Again, I should've used another item. Wrong choices...

I've just found a way to deal with these problems and I'll certainly be more careful and work slowly for my next creations.

Can we modify the mesh? I wanted an opening on the other side. I tried to work on a dress from maxis, but it got ok but the uv map made it impossible to make a cool recolor so I gave up.

Can I try to edit your mesh and make a bigger slit and on both sides? Thank you
