From what Menaceman44 posted the type of venue does not seem to play a role here. Just make sure you use actual library bookshelves in libraries.

Is this mod going to be updated for the current patch? It isn't working in my game.

Works for me with the latest patch (1.50.67.1020 on Windows), except the pre-built libraries don't have any books either, so I'll have to uninstall

Unfortunately, this mod isn't working anymore, because some of the tuning files it uses no longer exist and others were added. I checked plasticbox's profile and assume it's ok to update this mod, so I did. I gave it a quick test run, but if you're experiencing something weird, please let me know. In case plasticbox returns and wants me to remove the updated version, I will.

BrazenLotus has a mod that does a similar thing and is actively keeping it updated. It's already been updated for Eco Lifestyle.
