The "snout" part is not a model, so if you're looking for it under accessories you won't find it. The snout shape is made using a combination of a custom makeup and extended sliders on the sim's nose and chin to pull their face out in such a way that it fits around the teeth/gums model. The makeup is categorized as lipstick.

The quickest way to get a snout shape is to follow the tutorial here, but you will likely have to mess with the setting a little bit to get it to look the way you want it to. On the sims shown in the pictures, I barely followed the tutorials at all, but it makes a good starting point anyway.

The tutorial you link is now set to private and the owner hasn't accepted any invite requests in some time, which custom sliders would be best? As the base game nose and jaw sliders just don't extend enough out. Also could there be a version where the muzzle isn't as far out, as it this far our can appear unrealistic.

Thanks for letting me know about the tutorial. It's been reposted here: https://popcornstar45.deviantart.co...rials-706998023
There are tutorials for several different snout shapes there, and they don't require that many custom sliders.

If you want an idea of how I made the snout shape: http://www.modthesims.info/download.php?t=577632
That's a werewolf sim I made; you can look at the slider settings on his werewolf form. You have to use a slider hack mod or MasterController to increase the slider range to make the snout shape. There are a bunch of custom sliders I used on that sim to make the face shape too.

If you want the muzzle to be shorter, just don't pull out the snout as far, and you can use teeth depth sliders to move the wolf teeth farther back into the head: https://oneeuromutt.deviantart.com/...%253A1404867390
Also, in the wolf face tutorial they have a different muzzle shape that is much shorter than the one on my sim. You'll still need a teeth depth slider for the wolf teeth though.

EDIT: I also updated the tutorial link in the description.

I was wondering if it was possible to make a Argonian/Reptillian version of this, for those of us who want to make a Dinosaur Sim.

Late reply, but I recently was attempting to do this using CC I already had and I actually got a pretty good result.
Some minor issues still, but of course if I make a version to release I'd be fixing it up and making better versions of some of the CC.
Specifically I need to add an inside of the mouth texture to the nose makeup I'm using, and possibly make a version of the wolf teeth model that's designed to look more snake-like or dragonish.

For now though, all the stuff I'm currently using to make a reptile face is actually downloadable. Can't find what eyes I used atm Found them; top right corner of this set, made the round pupils into slits using Eye Sliders. But any slit pupil contacts also work well.

How do the snouts work!?
Hey there.
I tried using the Wolf Snout from the tutorial, but the snout was too short for the teeth so it ended up looking horrified. There is a Hound snout in the wolf skin tutorial, but it's kind of sloped. How can I make the snout iin the picture? Thanks in advance.

I didn't use a specific tutorial snout shape, I used the tutorial ones as a basis and then played around with the sliders until I thought it looked right. If you want to see the slider settings, you can look at the settings I used here: http://www.modthesims.info/download.php?t=577632 I don't have a list of slider values posted anywhere because I already uploaded a sim using this snout type.
If you want to use a shorter snout type, you can push the teeth in using these teeth depth sliders: http://fav.me/d7pu2h4

When I edit my sim's wolf form in CAS through Mastercontroller. The werewolf set does not stay on . It automatically removes itself when switching to the sim's human form and when exiting out of CAS.
