To be honest I'd be happy with a 40% chance of one item per rummage (plus perhaps a 1% chance of a second, just for some double yolk-type excitement). In my opinion all rummaging needs is for the chance to find something being increased just enough to remove the frustration of searching 9 or 10 bins (or the same bin 9 or 10 times) and finding nothing. I'm really happy to see somebody trying to improve rummaging.

Could you possibly make a mod were rummaging through the garbage can unlock for everyone?

Sorry for my late reply, I just saw that you replied. I found some one who has updated a mod that was out of date of like 2 years now.

Anyone know if this is working for the latest patch?

Wish there was an updated version of this mod since it seems to be the only one of it's kind that i can find.
