With clothing category mods, as with default replacements and other mods, the game uses whatever resources load last. So it's not that your mods won't work with other bulk recat mods, such as Phaenoh's, but that those mods are loading after yours. Adding something like zzz_ to the front of your filenames should adjust the load order so that your mods load later, so that the game will use your Property Sets for toddler and child clothes, while still using the other bulk mod's Property Sets for older Sims' clothing.
