They wouldn't go to pre-existing ones, but if you're using custom traits in your game, they're in the pool of random traits that get assigned as NPCs age up, right along with the standard ones.

Hi, wouldn't it be better to make it political philosophies, like Liberal and Conservative? I think it would apply to most political parties around the world.
Maybe a Liberal Party, like the Left Side Party, and a Conservative Party, like the Right Side Party, some Sims leaning to one or the other, and some that don't really belong to any party.
Maybe making it a trait that you could add, because in CAS you have to take one out, and you can't add to the Sims you already made.
If you can read the traits of the Sims, maybe the traits could be auto assigned
traits that could make a Conservative are:
Ambitious - Family Oriented - Jealous - Materialistic - Self-Absorbed
Traits that could make a Liberal could be:
Art Lover - Childish - Creative - Freegan - Non-Committal - Vegetarian
Maybe the political parties could be a Clubs from Get Together?
