First, I just downloaded the file and it unzipped without a problem. Recently I have seen similar problems around the site that were all traced back to a problem with the user's extraction program, especially WinRAR. I suggest either updating the program you use to unzip the file, or perhaps trying a different program, like 7-Zip. Let us know if this solves the problem. I am a member of this build group, along with SimmyRN, and we would really like to help you fix this.

I tried extracting the file with an online archive extractor, and it worked! I'm going to move here now; too bad I have to get rid of one house so I can build for a discerning sim... Thanks for everyone's efforts and help!

Could you please explain what is meant by "open the world, save it, and play the saved version" - where you've said that is needed to make some effects work? I assumed you meant CAW was necessary, but as only a .sims3pack file was included, that must be incorrect.

CAW is not necessary for this. It just means that some effects will only show once you reloaded your save one time. So when you start playing in the world, not all effects might show up. But when you load your savegame the next time, they will show up.
