I like your idea, and the fact your upload reminded me about these unfinished buildings.
My first ever (sensible) world has an unfinished walmart. It definitely added some realism. I know I have once actually built most of that store, furnishing was all that was left to do, but then the game crashed, only for the construction site to remain unfinished to date.

Nice idea and another piece of Real-Life. Most towns have some building going on. Anything new I build usually stays on a Builder's Island until it's ready so there wouldn't be things under construction apart from some experimental buildings in specific situations I just haven't got round to finishing and even those are being completed in the wrong order.

Oddly, I've just started work on a residential building site - although, given my usual building speed, it won't be finished for months or years. Great minds and all that...
