This is a new mesh, and means that it's a brand new self contained object that usually does not require a specific Expansion pack (although this is possible depending on the type). It may have Recolours hosted on MTS - check below the description for more information.
Glowing magic sigil, anyone?
It can be found in Buy Mode/Decorative/Rugs and costs just 7 Simoleons.
It can be layered for stronger effect (like in the title image).
I've also included:
Half-melted candle - normal flame - 15 S
Half-melted candle with purple flame (dim blue light) - 15 S
Can be placed on tables and on the floor. Found in: Buy Mode/Lighting/Table lamps
Notice:
I've generated random GUIDs for these items.
GUID used:
0xDE6631DB, 0xC9348BB5, 0xF2C36860
There's a very slight chance somebody generated the same GUID (mesh object's unique ID) for The Sims 2 creation at some point.
If you put two custom objects with the same GUID in the game files, only one of them works.
Remember to check if all downloaded object meshes show up in your game.

Candles were cloned from Candid Candlestick by Buggybooz
(I've used my own mesh and textures). Candelabra visible in the background (second screenshot) is her Candid Candelabra from the same set.
Sigil: I have no clue where I got this picture. Google image search didn't help.
It reminds me of the signs from Fullmetal Alchemist .
Heeey ^_^ Buggybooz would rather grumble for use her meshes without permission. So sad she is retired now from creating. That's cool for you to use veteran author's heritage. Theese would make a perfect match to her candles. Great!

Thanks for the thanks
@Victor
Yeah, Buggy has made a lot of great stuff. I've read her policy, she hasn't stated she's against cloning her objects . I've used my own candle mesh & texture
Question: how did you manipulate the object to cast off the colored light into the room? There has never been a definitive tutorial on lighting modifications. You can make the object itself look lit through the TXMT, but casting off diffused light into the rest of the room has always been limited to an extreme few.
If you could share what you did on the subject, it would be immensely helpful to those among us who are interested in the light-casting mod community!
@GrinEvilly
Oh, I wish I knew how to do that The description is misleading, sorry! I better fix it
I've used light settings from base game table lamp - I forgot an english name for it, looks like an oversized light bulb (there's also red & green one).
Oooh, i see. Yes, I wish you knew how to do that as well, so you could tell the rest of us! hahaha. It just seemed from the pictures that the object gave off light and i was thinking omigosh!! =) Still a great new object!
