Why is it so partly white from outside? Is it unfinished?

thanks so much for the download. however, i think i did something wrong because i'm the only one that can live there. is this apartment not rentable? how do i make it like other apartments, like in city living, where anyone can rent an apartment? thanks so much!!!

UPDATE: I went ahead and changed from residency to university and now all college students can live there... It's awesome. Thanks again!!!
