 Strategic Homeland Intervention Enforcement and Logistics Division Act of 1950:
 
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That there is hereby created an independent agency to be called the Strategic Homeland Intervention Enforcement and Logistics Division (hereinafter referred to as S.H.I.E.L.D.), which shall be under the charge of a Director, who shall be appointed by the Secretary in consultation with the World Security Council.  The Director shall have power to appoint other assistants, employees, and subsidiary offices and departments as he/she shall deem necessary.  The Division thus established shall promote the security interests of the United States of America and its allies, and shall serve as an intervention force in those instances where the traditional armed forces of the United States of America and its allies are incapable of organizing an appropriate or necessary response.
 
That the Director shall, under the direction of the Secretary and the World Security Council, have the supervision, management, and control of the resources of the former Strategic Scientific Reserve (hereinafter referred to as the S.S.R.) under the supervision of Colonel Chester Phillips, including but not limited to, Project Rebirth, Camp Lehigh, and all associated research conducted by Dr. Abraham Erskine, all wartime government contracts entered into by the United States of America and Howard Stark between 1936 and 1949, specialized operational and research data and property associated with the special operations infantry unit known as the “Howling Commandos,” and any and all TOP SECRET and above classified materials that may be related to any of the above.
 
That the Director shall, under the direction of the Secretary and the World Security Council, make and publish such rules and regulations as he/she may deem necessary or proper for the execution of the above duties.

An Act to Establish a Headquarters for the Strategic Homeland Intervention Enforcement and Logistics Division, 1967
 
Recognizing that operations of the Strategic Homeland Intervention Enforcement and Logistics Division (hereinafter referred to as S.H.I.E.L.D.) having in recent years expanded due to an ever-growing range of threats and opportunities for research, it is hereby determined that Directorial and administrative operations are no longer appropriate to manage at each S.H.I.E.L.D. site independently, and a consolidated base of operations for the Division is required.
 
This headquarters is to be constructed on land recently acquired by S.H.I.E.L.D. on Roosevelt Island in the Potomac River, just west of Washington, District of Columbia.  Such location is preferable due to its proximity to other intelligence, diplomacy, and military resources, as well as the District and surrounding municipalities already being possessed of the necessary infrastructure to serve as an administrative headquarters for a wide range of governmental and supra-governmental operations.
 
This headquarters will, in addition to its role as a Directorial and administrative center, serve as a secure facility for research of a category deemed low-risk. Such research may include, but is not limited to, miniaturization technology (currently overseen by Dr. Henry Jonathan “Hank” Pym, consultant), renewable/sustainable energy development (currently overseen by Howard A. W. Stark and Dr. Anton Vanko, consultants), and intelligence/espionage equipment such as the photostatic veil, REDACTED, and nano mask.
 
This headquarters will also serve as a barracks and training/certification center for S.T.R.I.K.E. units stationed in the District, and will provide the necessary facilities for such training and certification, including, but not limited to, residential barracks for upwards of 10 units, hygiene, waste, and medical facilities for same, recreational facilities for same, REDACTED, and training facilities to include a firing range, PT  gymnasium, REDACTED, and briefing facilities for use prior to local operations
 
Operations deemed high-risk will remain in REDACTED, these operations including, but not limited to, REDACTED, Project G.O.L.I.A.T.H., REDACTED, Project P.E.G.A.S.U.S., REDACTED, and any and all operations carried out in The Sandbox, REDACTED, The Fridge or related to as-yet unclassified 0-8-4 items or situations.

Current projected completion dates and costs for the Headquarters of the Strategic Homeland Intervention Enforcement and Logistics Division (hereinafter referred to as S.H.I.E.L.D.) are within projected guidelines.  Recent amendments to the plans have included upgrades to the building infrastructure including multiply redundant HVAC and water utility processing, allowing for independent isolation of any floor or unit within the facility, improved electronics insulation against attack, and the expansion of the detention cell block located in the basement to include a containment unit for powered or otherwise enhanced individuals.
 
Due to increased threats posed by remnant elements of the Nazi splinter group HYDRA and associated extremist groups (including the current threat recognized by the individual or group colloquially referred to as “the Winter Soldier” the Headquarters will also receive enhanced security and screening, including full lockdown and isolation procedures at the sole discretion of the Director or the Secretary.  Enhance remote communication and telepresence options will also be incorporated into existing designs, allowing for remotely conducted World Security Council meetings, low-risk detainee interrogation and interview, and public address systems.

An Act to Expand the Operational Abilities of the Strategic Homeland Intervention Enforcement and Logistics Division in View of the Recent Incidents Related to Project P.E.G.A.S.U.S., 1995
 
Per the classified report of Supervisory Agent Nicholas J. Fury and Agent Philip J. Coulson, 17 June 1995, Project P.E.G.A.S.U.S. was infiltrated by extraterrestrial agents of unknown origin or affiliation.  This incursion resulted in the loss of significant research data and resources, including projects that were initiated under the supervision of Margaret Carter (retired) and Howard Stark (deceased).  The nature of this incursion is still under investigation, with S.T.R.I.K.E. units following up on possible leads in the Mojave Desert at this time.
 
The details of this incursion remain TOP SECRET and are only known to agents directly involved and those with security clearance Level 8 and above.  However, the need for increased project security is clear, as well as improved biometric and physical lockout procedures for all S.H.I.E.L.D. facilities currently in operation, as it seems clear that this incursion was facilitated at least in part by the ability of certain hostile agents to alter their physical appearance on a molecular level. (N.B. this is currently being investigated by researchers in several separate facilities to identify possible methods of incorporating such technology into covert field assignments, where possible)
 
This incursion also makes clear the need for improved response ability, up to and including second strike capability against orbital forces (see again the accepted extraterrestrial nature of this incursion).  To facilitate this development, it is hereby authorized by Director Keller and Secretary Pierce that all activities related to Project P.E.G.A.S.U.S. be relocated to the newly established Joint Dark Energy Mission Facility in cooperation with N.A.S.A. and the Department of Defense, United States Air Force.  This shift and all related achievements and new technologies (including those based on designs obtained from Arnim Zola and other assets recovered through Operation Paperclip) shall be hereafter managed under the “Phase Two” program, with W.S.C. authorization required prior to use or public disclosure of same.

Official Report on the Incident in New York and Other Recent Developments Necessitating the Expansion of Public Operations of S.H.I.E.L.D.

Office of the Director, STRATEGIC HOMELAND INTERVENTIONENFORCEMENT AND LOGISTICS DIVISION
 
It has been longstanding policy of S.H.I.E.L.D. to maintain deniability of any extraterrestrial or otherwise unexplainable phenomena in the face of public scrutiny.  This policy was enacted under the directorship of Peggy Carter and has served this agency well in the decades since its establishment.  However, the sheer scale of the incident in New York and the high-profile response by an ad-hoc group of vigilantes and S.H.I.E.L.D. personnel (referred to in the media as the “Avengers” despite the official cessation of all activities directly related to the proposed “Avengers Initiative” in favor of Phase Two) has rendered this policy impossible to maintain in the current situation.
 
It is the view of this office that maintaining this fiction under all circumstances is no longer practical, as a number of events in the past few years have reached a much higher level of public attention than has previously been considered desirable by S.H.I.E.L.D. policies.  This includes Tony Stark’s public declaration that he is “Iron Man” and subsequent very public appearances as same (including highly destructive encounters in Malibu, Monaco, and Queens), the public discovery of an 0-8-4 in the New Mexico desert near Puente Antiguo and a low-level extraterrestrial incursion related to same, and the recent recovery of Capt. Steven Grant Rogers (popularly known as “Captain America”) 66 years after having been declared Missing In Action in the closing days of World War II.  
 
S.H.I.E.L.D. will still necessarily maintain a large number of clandestine and Top Secret operations, however greater public awareness of and interaction with extraterrestrial or otherwise unexplainable phenomena necessitates a greater public presence by the agency.  Per the recommendations of S.H.I.E.L.D. Intelligence and Agent Jasper Sitwell, it is hereby authorized that Project Insight be reactivated and  preparations undertaken for launch within five years.  For reasons of operational security, this project is to be headquartered in the Triskelion and restricted to Level 10 personnel only until such time as it is rendered operational.  
 
Due to the interconnected and interdependent nature of current S.H.I.E.L.D. operations and the activities of various enhanced individuals (ref. files for Tony Stark, Bruce Banner, Steven Rogers, et al) it is also determined that S.H.I.E.L.D. shall be authorized to enter into  cooperative agreements with private and non-governmental organizations, including Stark Industries, for any and all operational needs.  Liaison officers will be assigned as necessary to ensure sensitive information and materiel are protected.
 
It is my hope that these changes to current organizational policy will better prepare S.H.I.E.L.D. for any subsequent threats, while still  maintaining operational readiness at the level required of the agency.

Now for the technical details of the lot.  This is the last of a handful of lots I made to kind of test the boundaries of the game and my own computer after getting a new desktop, and as such, it is BIG (or at least, the main building is- the hangar bays are much more reasonably sized!)  9 stories isn't all that tall compared to some of my other skyscrapers, but it's over a much larger area than any of my skyscraper lots have been, and I think in terms of sheer scale, this is probably the biggest lot I've uploaded.  It's certainly big enough that I had to rely on tricks to get around the wall limit again.  The result is a lot that, unless you have a similarly overpowered computer, you're likely to have quite a bit of lagging, especially when opening it for the first time. 

As uploaded the lots are both zoned residential, since that allows you the most flexibility in terms of how you want to use them if you download them into your game.  The main tower also includes all that would be needed for a residence, since it has one of the towers set up as barracks for S.H.I.E.L.D. personnel, and a commissary on one of the lower levels as well.  I playtested a clone of both lots to make sure there weren't any routing issues or other glitches, and aside from the aforementioned size making the loading process run slowly and sometimes take a couple tries, I think all of those issues are fixed.  All of this testing was done on clones, so the lots as uploaded are clean and have never been occupied by Sims in-game.

While the scale makes this, as I said, probably the largest structure I've uploaded so far, it's not the most expensive (though it is still up there).  The main Triskelion tower has a lot value of $1,652,566, while the hangar bays are a much more reasonable $329,950.

As with all my uploads, no CC is included or required for you to use these lots in your game (though I will reiterate once again that the sheer size of the main building does mean you'll need a powerful computer in order to use it).
