I'm from Australia, where a degree is usually 3 years and the fourth year is extra, so I have lots of sims that drop out after their third year (though I've left the mod at 2 years as with the original as I know many others use it differently).
As for your question, it is possible to edit the mod to your liking. Getting rid of the half degree is fairly simple - open up the mod in
SimPE and find the BCON file. There are a bunch of numbers in there for the maximum level for each category - just set the half degree numbers to the same as the high school C ones and it will work the way you want.
Moving careers around is a bit more complicated. It requires looking up the GUIDs for each career you want to move and editing the code with simpe. In one of the comments I included a link to instructions to add custom careers to the mod - you'll need to follow those to add any career you want moved into the category you want it, and then reverse those instructions to remove it from wherever I've put it. You'll need a list of the GUIDs for each EA career, which I have somewhere but I'm not sure where. If I find it I'll add it here.
