Hi titanium,
You need the game Sim City 4 first. There are a few tutorials on how you can create a sc4 terrain.

On mts there are for sure some more.

I will download this anyway but I just wonder.. if you make a beach lot with the special lots are the sims able to swim in the sea?
If I remember right of what I've learn you need to make the ground lower, like when you make a pound/lake.. xD
