I would hope that you are the only one, lol. How much slower should they be compared to vanilla game? 50% slower or twice as slow or?

You need to choose one or the other of the two files, they are variations of the same mod.

For me, it does not seem to work with both the x2 and x4 versions, I know where to place the mod (Have the TS4 Mod Manager and also ticked the check box in the main game to enable script mods), and also updated the game to the Swimming Pools Update. Am I missing something?

The check mark for Script Mods is irrelevant, this is an XML mod which goes unzipped, as a .package file, in the Mods folder. By this I mean the "real" mods folder which is there in The Sims 4 folder. I don't use the Mod Manager program so I don't know how it is handling files, but this is the first thing you should look at, IMO.
