A little digging around resolved the issue -- the broken link isn't a link that was EVER a working download, but rather a broken Tumblr link to their Twitch channel. Not sure why. When I poked around their Tumblr, I quickly found that their other download links to go a Sims4Studio "creator studio" thread. Following a link to one of those posts easily leads to the thread, which is here:

The pointy hat is one of the earlier posts, and while you have to click on a few links to get from there to the file, everything worked fine from there.
