The problems you are having...installing this mod...are probably the same problem you were/are having (when installing my online banking mod).
You should try re-reading the faq that cmomoney linked to: Game Help:Installing Sims 3 Package Files/Old Way to New Way.
Please try to follow all of the steps....if you have a probelm with one or more steps...please either post here (if it related to this mod) or in another thread,
the step(s) you are having problems with. There are alot of users on this site, that can help walk you through it and help you troubleshoot.

The fan is very good and is almost usable in any place. It looks good outdoors, indoors, at home or in a public place, modern or old. But I have a few suggestions to improve it.
  1. Make one without a light
  2. Make an industrial one
  3. Make one with a different amount of blades
  4. Make a 3 speed one
  5. Make a 5 speed one
This would really make the fan better!! Now this would really complete my game
