WOW Ohmaaahgoodnasss! My sims-all of them, all 3 full households of them- are having a massive Halloween costume party. (Your sims are invited if you wish ) And they are all competing with each other for the best decorated house and also the best costumes. I downloaded three different packs for each house. And I will be honest with you, the family with this pack will come in 1ST PLACE. ILYY

Does this not work with the Ultimate Collection version of The Sims 2? I followed the instructions of unzipping the files and extracting them to both the downloads and collections folder, but the objects won't appear in game.
I only downloaded the first .zip (s2halpcollections.zip) because I thought that it had all of the files from one and two. Do I need to download the other two as well?

You need to unload all 3 folders and put only the package files in the download folder
