Going out on a limb, it's probably because most people who would want that kind of vest would probably just turn off the masculine filter and use one of the male tops on the female frame. Still, it's odd that I couldn't find that style vest despite a lot of looking. Maybe someone more versed in s4cc will know where to look for some better vests.
