Some Googling (which wasn't easy due to how little info was given, but based on what I found I'm guessing you didn't have much to give) suggests this is a Russian creator who posts their CC in a private group on vk.com, which is sort of like a Russian clone of Facebook. I was able to find other content of theirs but not that specific download. Here's the best of what I did find: http://sims-new.my1.ru/search/TATIUS%20TS4/
