I haven't made any meshes for Sims 3 yet, but I read all the tuts and meshing questions and the way it looks to me, you'll need Milkshape for Wes's plug in.
I don't think there is a way around it at the moment.
You still can use studio max to do your meshes, but you'll need Milkshape to get them ready for the game.
That's the way I understand it anyway.

You'll have to use Milkshape to export the mesh file to .Obj, then you can import it into 3ds Max to modify or to size your existing mesh to fit the game. Then export to .obj from 3ds and import back to Milkshape to ready for the game. This is how I do it.
There is no way around it.

All the 3DS Max developers are on vacation, so they haven't written the new plugins yet. You can try contacting AutoDesk directly and asking them to provide you with some plugins to help out until they get back.

Good luck.

If you like to say what you think, be sure you know which to do first.
