Default Issue with Neighborhoods
To put it simply, Sunset Valley and almost all my other neighborhoods do not load properly. I am not able to view community lots or unoccupied houses. I am still able to view occupied homes when selecting a household and I can place new families in homes they can afford, but I cannot enter the Build/Buy mode for any unoccupied or community lots. Can anyone tell me how to solve this problem? I have provided screenshots below. These screenshots only show Sunset Valley, but the problem is the same for Bridgeport and so on.

Strangely enough, I do not have this problem with Twinbrook.

Any ideas?

You have to create or choose your household first, so that there is an active sim. Then you can edit your lots and world.

You can also go into Edit Town without an active household already set in the town.
You access that option by clicking the three dots on the bottom-left corner of your screen.

Maybe it's just a mod I have, but I can click on the menu button (bottom left corner) and chose "edit town" from there, too, even before I have an active household. There I can place lots and move households in.

Your screenshots all show Twinbrook, so it is still unclear to me what your issue is.
