where can find a sims 4 cheating device (like inseminator,nraas...) ?

good evening everyone (or good morning)

im looking to fill up newcreast as well as some other's city empty lot with new sims

however similar as i did in the sims 2 (inseminator) and 3 (nraas master controller) im looking to give them some already skill points or such promotion for a job

this way im looking for a cheating device where can change there skill or give them such rank-promotion at there job
