Try deleting your groups.cache file?

I didn't break your game. It was all WWWs fault!

What are groups.cache files??
This is creepy:
I went to start up ts2 to make a house and it didn't start!!! I tried everything within my knowledge!!!

Are you sure it's not there? The directory should be (this might be off, I have 7 and things are completely different to what you might have.) :

USERNAME/documents/EA Games/The Sims 2

It should be somewhere in there. If not, there is something seriously wonky with your files. ::
