Looks great. My first thought is it's the sort of place the local crime kingpin might like so maybe a criminal career rabbithole would be appropriate. Plenty of possibilities for someone like me who just likes to create towns.

There seems to be something wrong with thesim3pack file in general. (I can't even install it back to my own game.) I am looking into a fix.

CFE, Monorail fencing raised up so they are just 1 "step" lower than the floor above.
